"To active armor hardeners: 3% bonus per skill level to Armor XX resistance when the modules are not active To passive armor hardeners: 5% bonus per skill level to Armor XX resistance"
So let me gets this straight, it adds a 3% bonus to resistance when active armor hardeners are NOT active? WTF is the point in that?
And according to my calculations, with level V in Armor Compensation you could get Energized Plating to 43.5 Resistance... or does the skill not apply to EP?

Right, only an effective skill when passive armor tanking.
Me, I prefer energized hardeners for the 50%+ resistance myself.

The best passive tanks use Energised adaptive 2s. Get these 4 skills to level 4 and get yourself an Abaddon. Then kill.

Suppose it provides a buffer when your cap is dead.

And here is the key point, this is what helps active caldari shield pilots against neuts

If you know you're gonna face neuts it's probably better to fit amplifiers instead of hardeners.

Right. Not particularly useful.

Wrong. Compensation is multiplicative, not additive. On a T2 EAMN (Which gives 20.0 resist base), it will give 20*1.25 = 25% Resists with Level V compensation.
