Would removing the belts in empire stop the macro's? Keep the ore in 0.4 and below. Might add a little kick too.

No.
Trying to force a profession that is not even pve to enter a harsh pvp enviroment will never work. -------------------------------- To borrow a phrase:

How about having a seperate area of high sec belts, seperated from empire by a low sec jump. Have a few of these pockets all over the place and then remove all the other belts in empire. The pirates could shoot at the macros as they transport there goods and let the miners go in peace.

Another attempt to FORCE those carebears into situations where uber-leets can shoot them right out of the game for good.
The word "Fail" is tossed around a lot on this forum, but when it comes from deep down inside, as it did in your OP, no other word will do.
Uber-FAIL.

Plenty of macros in low-sec. Pirates can't blow them up quick enough to stop them.
Just an extra helping of reality to poor on your fail plate.
