Anyone ever thought about the idea of there being a ship item similar to a tractorbeam (lets just for this post's sakes the "teleporter") an item which lets you take items from another ships cargo hold. This "feature" would provide quite a few possibilities.
Skills - Basic skill (teleportation) each skill level grants 5% bonus to distance needed to initiate transfer from cargo hold. - Advanced skill (signal strength) each skill level grants 5% bonus to weight allowed to be transfered at once.
adding a weight limit means that the thief/pirate would have to pick out of the hold, what he wanted, determine on the fly what would be more valuable.
Items - main teleporter (high slot) - upgrade (low slot)
Ships - small frigates or modified industrials that grant bonuses to weight transfer / distance for transfer
Another benefit to this would be a bonus for gang activities, so the more ships (pirate specific ships) work together in a fleet/gang the further their bonuses increase. this would add a new level to empire, with things like miners or convoys, groups of frigates swooping in would be a new thing to take into consideration.

concord - we are unable to track the transfer through subspace when item(s) dematerialized (I'm pulling stuff out of my arse right now) we are investigating. Meanwhile you have the right to defend yourself against further aggressions.

Current game mechanics need active input or a lack of precaution in order for something to be stolen from a player.
To keep this in line with that, you could for instance say that it only works for items that are laying around in the hold. Anything that is stored in a container in the hold is unstealable.
I don't want to mess around with containers each time I need to move something around, but that's more a personal dislike and not really a strong argument against.
Second, you get into a PvP fight and when you reach the point you need to reload ammo/cap charges, you find your opponent or his (unagroed) helper has stolen them from your hold. Leaving you defenseless.
Now you could exclude ammo and charges from the stealable items list but this complicates the implementation.
What really makes me say no is this: CCP will spend time implementing something of which the end result will basically be forcing everyone to use containers. Ofcourse if someone can think of a better, more interesting counter this idea is still salvagable.

this is too easy to abuse. if you didn't get concordonked, entire ******* alliances would sit outside jita 4-4 and loot freighters just for giggles. not to mention stealing your opponents ammo in the middle of a fight would just be ***.

If the target has lost all shields and armor I'd give this a thumbs up (ie an alternative to actually destroying the ship).
There's only one sig that matters... and that's Radius. |

What do you mean alternative ? More like an addition  Would be a huge boost to piracy. Not very reasonable though...

It could be used to save valuable cargo from friends that's in structure aswell ;)
