If you want to stop the decline of your membership...try protecting your carebears, miners, and PVE players.
Of course you don't have to change. But the proof is in your numbers...
Recommendations:
1) Give miners the ability to fight back.
2) Make a one button quick exit of "leaveing fleet."
3) Make war'dec cost 50 mils for corp-V-corp; 100 mils alliance-V-allaince, add 2 mil per members.
4) Give cloaking to miners
5) Make anti-scrambler drones
6) Give mining ships decoy projector (so it appears that there is two ships vice one)
7) make concord response faster 1 sec, vice 10 sec

1) Miners already have the ability to fight back, they choose not to.
2) Two clicks is too slow?
3) Empire war is fine as it is. There are plenty of ways to avoid it.
4) Miners can already fit cloaks, they choose not to.
5) Use Ecm drones. If the enemy can't lock you, they can't warp scramble you.
6) This will help how?
7) If you think concord response is too slow, mine in higher sec systems.

Their numbers went from 10k at launch to 220k+ now, next target is 300k. Which decline?

i am sympathetic and i still think this has to be a troll.
1) Give miners the ability to fight back.
lets let mining lasers take off armor and structure :D

unfit strip miner, equip cloak

that is way too much even in 1.0 space. It should be doable but difficult. This would require a titan to get enough alpha strike to kill something. (titan dd in jita would be awesome though)
