That just smacks of shoddy programming and inattention to detail. After spending all the time to find and complete a site, an explorer should always be given *something* tangible. It doesn't have to be of great value. It could even be a little useless novelty item like the ship logs, that basically just says "Sorry, try again".
Sites where there are 4 or 5 cans and all are empty is just demoralizing. The fact that the cans are empty is confusing and makes the player wonder if he actually opened them, are they supposed to be empty, is it a bug, maybe he's back at the one he opened earlier, did he not open it correctly, etc. It's just poor design.

I've not started into exploration but this would drive me nuts trying to figure out if I need to wait longer for the things in the container to propagate or if it really is empty.

Exploration sucks and this is one of the reasons why amongst others.
Multiple items in each can please. Bring down the insane cost of donuts if nothing else.

I have never done exploration in my life because it seemed too complicated, but if it is complicated, and tereis no reward, then just do away with it. I guess finding valuable stuff should be rare, but why sink skills into something that would never pay off?

Actually I find multible items in a can in almost every location. No... really. Just had one empty, one with 2 robot limbs and one with x2 integrated hornet, one integrated vespa and a robotic limb in a can. Really I do try to be negative but hell I cant lie. Try harder or quit. Oh, I know. I am not finding any augmented drone bpc's! Damn it! I not only want you to fix it so that augmented bpc's drop but multible copies damn you!
Sorry, I tried.

1/2 hour to scan it down & 3 empty cans later... very discouraging.

You've spent hours tracking down a site, it should put out.
Also, concerning gravimetric sites; once their ore capacity has been reduced below 25% it should no longer show up on multispectral scans. Tracking one down only to find 3 rocks left, with single digit quantities, after some hours of work is worse than finding an empty can.
