Before I try and join a corp I want to use some cheap frigates and practice pvp'ing by myself.
Can I get some advice on how to do this...seems like I will almost always have to take a security status hit....which I do not want to have?
Random noob question: Should I scoop or have my drones return to my bay (cannot tell a difference between the two)? |

Cant help you much with the first one other than find yourself some sparring partners or just go Yarrr.
If you use the 'return to drone bay' you can have them return from a long way off and not worry about having to approach them. Handy when your getting wooped and its time to scoot.

What you can do is to find a corp (maybe PVP oriented^^), then you can practice PVP in gang.
It is safe, and you can stop even the fight when situation is getting bad for one of the participants.
My 2 cents : Ever never accept a gang with players you dont know.

You could always go and take loot out of the yellow cans and wrecks you see floating about outside station and in asteroid belts. Do this enough and eventually someone will fight you and your sec status wont suffer. Just dont pod in high sec as Concord wont be happy shoppers if you do.

You can do an intetional can flip. Have your friend jettison some piece of junk, you grab the piece of junk and its game on. Furthermore you can jet the piece of junk in your own can and have your bud do the same thing.
As mentioned before make sure you trust the person as it can get ugly fast.

I know it is always illegal to pod except in war, but...
is it illegal to pod someone who is red flashing to you?
is it illegal to even attack someone with a bounty?

If you join a corp you can spar with other corp members and it's perfectly legal; no concord, no sec penalty. Plus, if you're sparring with a buddy, you can call winner one you're in hull or half hull or whatever, so nobody has to lose any ships.
Otherwise, you won't get concord in low sec, .4 and below, but you will still lose security and sentry guns will still shoot you.

Is there a guide anywhere that outlines everything about the overview?
I have seen yellow, red, flashing yellow, flashing red, no color and a bounty...basically I want to know who I can attack without penalty.

Thanks for the link, exactly what I was looking for.
That information was exactly as I suspected, but nice to see a verification.
A person with below a -5.0 security status can be attacked legally anywhere from what I gather, I believe that is when they start showing up as being red?
Also, what is flashing yellow?

An overview bug, basically. Or of course you may have modified your overview settings to show a particular type of ship as flashing yellow (I've seen at least one video where the guy seemd to do this for wartargets) - you can modify the background colours (and flashiness) in the overview settings.

If somebody is flashy red, that means you can shoot them without legal consequences. It doesn't necessarily mean they can shoot you, though this is sometimes the case. Regardless, after you've fired the first shot, you will be flashy red on their overview and both of you are free to shoot at one another for at least 15 minutes.
You can also shoot corpmates (but not alliance-mates or gang-mates) without consequences. This doesn't apply to NPC corps, though.

I'd suggest taking an Agony PvP class. Beyond that, try just joining a corp - the best way to practice PvP is simply to do it. Good corps will teach you the ropes if they recruit you, and if not, well you might want to find someone else who cares about your development.
