Can you please enlighten me - what will happen if I attack someone in highsec? Not that someone took my loot or container, but if I blatantly open fire at someone? I get a decrease in sec status - how much? Concord interferes? How fast? If this is happening say in some asteroid belt where there were none Concord vessels when I fire at someone? Will Concord do something later to me when I kill innocent someone? For example - open fire on me when I appear in their sight? Kill me?

They only attack if you shoot someone and you're sec status is negative. If you attack someone and your sec is negative, concord will follow you (even into low sec) and attempt to kill you until 30 days after the incident.

If you attack someone without provocation CONCORD will destroy your ship. You will also lose sec status (sorry, can't remember the exact amount). Additionally, if you kill the target and they don't fire back, I believe they will have kill rights on you.
Aside from the sec status hit and kill rights, though, there is no long-term penalty.
Response time is based on the security level of the system, with 0.9-1.0 being extremely fast and 0.5 being rather sluggish.

-0.5% for opening fire -2% is you kill them without them firing back (they also get killrights on you) -12.5% if you podkill someone.
CONCORD will fire at you for 15 mins after you illegally shoot someone (until your Global Criminal Countdown expires).
Response times decrease with system security status, so 1.0 is very fast, and 0.5 is around 30 seconds. Just because you kill someone in that 30 seconds, you CANNOT warp off and be safe. CONCORD will simply spawn where you exit warp and nuke you.

you will just drop out of warp, and then probably warp off again before concord lands to hit you 
i flew around with gcc in a shuttle for a bit. also made it out of a system in an ibis, got popped by the gate guns the system over (it was a lowsec too )

Escaping the concord in any way after killing someone in highsec was ruled to be an exploit by CCP if I remember correctly.

the trick is to get an inty have skills mods to get it up to 20km/s beyond if you do this concord wont be able to track or catch you, they will neut you but you will be so far off they will not be able to hit you they have a 200km net nos range, once your outta that mwd again and they try and land on you again and fail, so not lose your ship while doing this you be near a low sec system, simply warp to gate at zero. and when you jump through mwd cloak warp tick to a moon or belt for safety (lost a few intys trying this till i got it right.
