1) Is there a FW-specific forum somewhere?
2) Where is FW combat legal? Can members of opposing militias engage each other in highsec, or only in the "Combat Zone" systems? (For example if I'm in Gallente militia can I shoot Caldari militia pilots in highsec?)
3) Can pilots join the militias of hostile factions, i.e., can a Gallente pilot join the Caldari militia? (I believe, per dev blogs, this is based on faction standing: one needs 0.5 standing with a faction to joiin its militia.)
4) Combat Zone regions: these include Placid, Verge Vendor, etc. Can these systems be conquered ("occupied") by opposing factions? What else about them makes them different from "normal" systems?

1. Don't think so (yet?).
2. Members of opposing militias see each other as war targets, red and "can shoot them" anywhere and everywhere. The Militias are at war with each other, and war mechanics apply. If you want to get out of the war, you must get out of whatever militia corp you're in.
3. Yes, based on how much standing you have, you can join any militia you wish.
4. The Combat zone regions have the whole "occupancy" thing going on, where doing missions and scoring victories for your militia agents will flag the system as being occupied by your faction. They are like any other systems (roid belts, lowsec moons, NPC stations, gate guns) except that deadspace pockets with war-related bunkers and conquerables also randomly spawn in these systems, and militia agents send you to them and/or gangs of players can probe them down and then conquer/defend them for points.

Thx Letouk... last question, if I join militia other than that of my own, what effect does it have on my faction standing? (I.e. if Gallente pilot joins Caldari militia).
Seems like an important factor for player corps who want to join a militia -- most corps have members of all factions.

The same effect as if a Caldari pilot joins the Caldari militia: you will gain faction standing as you earn ranks, you will lose faction standing for killing faction ships.
The only relevance that your race has in game mechanics is the possible need for the CEO of a player corp to train Ethnic Relations to allow player of a race different than his to join his corp.
Otherwise, your race does not affect what you do.

You (and your corp) can be only in 1 faction militia at the time. You can switch between militias, if you have the required standings (there may be a 24 hour timer between leaving the one and joining the other though).
