- Neutral, non-wartarget attacks. POS shoots back safely + aggressor gets Concorded?
- Friendly (alliance) attacks. POS shoots back safely + aggressor gets Concorded?
- War target attacks. POS shoots back safely + no Concord?

Learn how to configure a pos and standings and it wont shoot everything.

Assume nothing. Get on sisi and try it out is the best option
You can get concorded for shooting your own POS, and you can get killed by your own POS if you have it set to shoot on agression, including if you start to remote rep your own shields up.
I believe in the good old days, concord would still shoot war targets that agressed your POS, but that has probably changed, since it made high sec POS nigh on indestructable
Worst thing that'll happen anyway is that concord put your POS into reinforced, though I suspect concord can shoot through POS shields as well as move through them (fairly sure I saw them move through shields when someone attacked my offline POS and caused concord to spawn and I then onlined it (ironically to take it down again))
I'd be interested to see if you could take on concord with deathstar and POS gunner :P

afiak there is no shield present when a pos is offline. might have been different in the old days, but concord are a law unto themselves, so best advise is get on sisi and test it.

the shields are present in offline POS - what's not active is the force field. You might have meant the same thing, but this is one case where semantics are very important.

Don't you have to specifically set it only shoot at war targets?
Any other setting will probably cause you problems. Suiciding really isn't much of an issue against an active POS

No, CCP has said in the past that the only setting that is active in High Sec is to only engage wartargets. A High Sec POS cannot use any other setting or engage anything else.
