i have a merlin, with zero structure resistances - 'reinforced bulkheads' offer 15% structure bonus - but 15% of zero ??!!

It's not a resistance bonus but a hitpoints bonus. The only thing that grants resists to the hull hitpoints is an active Damage Control module.

but seems like the damage control module helps just armor and shields (and hull?!?) - percentages anyway - so maybe it's not possible to increase the merlin's structure resistance from zero?

1) Don't tank with structure. The boost on the damage control to your structure is only to buy you more time to warp out if everything goes to hell. It gives a much smaller bonus to your armor and shield resists, may not seem like much but it stacks at full strength with everything which makes it a must-have on most setups.
2) Fit an armor repper, armor hardeners in your lows. Bulkheads are really only used on ablative hauler tanking setups.
3) Get Eve Fitting Tool (google it)

Resistance modules don't work like that. A damage contro1 l will bring your structure resistances up to 50%.

Resistance bonuses are not added to your current resistance, they are applied to the difference between your current resistance and 100%.
For example if you have a 60% resistance and use a 50% resistance bonus module, you will end up with 80% resistance. --- GM Zhainius EVE Online Customer Support CCP Games |

A damage control will give 50% resistances to your hull. Resistances work on the principle of "what you need"; if you're at 40%, you need 60%, and the modules will reduce the 60%.
