Its true. The Caldari and Amarr traditionally have opposed the Gallente / Minmatar.
If you're Gallente, your enemies will both be the Caldari and the Amarr. If you're Amarr, your enemies will both be the Minmatar and the Gallente etc. This was in a dev blog somewhere.

Taken directly from the patch notes:
Players enlisted into Factional Warfare will be aggressed by Navy NPCÆs when entering High-security space belonging to both enemy factions (example: a pilot enlisted to the Federal Defense Union, the Gallente Federation Militia will be shot in both Amarr and Caldari space).
