Currently I'm just flying Matar ships but I want a few new options to play with. I'm thinking primarily of e-war and second of the cross faction ships (Vindicator, Mach, etc).
Problem is, the obvious choice, Gallente, has less then stellar e-war from what I hear. Cal brings the e-war but no cross faction ships. As for Ammar, cap war is mean and the cross faction stuff goes with it, but I don't know much about them in general.
So heres the question. What second faction should I train? I'm planing on using them both pvp and pve so marauders are a factor here too. Also not sure if FW is adding any cross faction stuff. Any suggestions?

It's by no means a black and white situation. It's really going to boil down to personal preference or aesthetics.
A few notes compared to Minmatar...
Gallente + Share many Gunnery skills. + Share many Drone skills. + Share some Mechanic skills.
Amarr + Share many Gunnery skills. + Share Mechanic skills.
Caldari - May require Shields cross-training. - Will require Missiles cross-training.
When you look at it like that, the only thing Caldari have going for them is their (at present) favourable ECM ships. As a result, whether you train or dis include Caldari completely should boil down to how important ECM is to you. Take a good look at the Blackbird, Kitsune, and Falcon. Coincidentally, specializing heavily into these ships will not require you to cross train heavily into missiles or shields.
Alternatively, training down the Gallente or Amarr paths will allow you to specialize heavily into armor tanking, gunnery, and drones, without turning your existing Matar skills into wastage. ---

I think Gallente is good because they have good close range bs. One of the best long range snipers and drone ships which are very good.
I think Caldari have weapons that do not use capacitor but Sacreledge seems good since it is a caldari ship. Also the Gallente Curse is a good droneship as well.

I was originally caldari, but cross trained amarr early. I found myself flying almost exclusively amarr ships.

That's hardly conclusive. Amarr get two very nice short ranged battleships and arguably the best alpha-strike capable sniper in the game. ---

I would think if he cross trains CAldari, wouldn't he ALREADY have all of those skills???
Minmatar shield tank on many of their ships (Mealstrom), and a lot of their ships use missiles as a secondary weapon for extra damage (Tyhpoon). If anything, that makes the Minmatar most compatible with Caldari, or at least as compatible.
Assuming he has the skills to properly fly a Mealstrom and a Typhoon, he already has pretty much all the skills to fly Caldari.
The other two races would require gunnery training in the very least.
You also forgot to mention that he needs to train gunnery skills.
So, your looking at, assuming he can fly any t1 Minnie ship he wants effectively, he'll have Projectile Skills, Armor Tanking Skills, Shield Tanking Skills, Drones, and Missile Skills:
Gallente: Hybrid Skills, Ship Skills Amarr: Energy Weapon Skills, Ship Skills Caldari: Ship Skills ____________________

Ya, for the most part skill sets don't factor in since I'm Matar. Mostly its down to preference it seems and I'm leaning twords Ammar. Gallente have some nice ships but nothing that I don't already have access to role wise with the mini stuff.
Probably not gonna make my decision until after I see if FW adds something intersting Gallente wise.

Those are the two best pirate ships in the game. A Gallente/Minmatar cross-trained pilot has access to both of them. Seems a simple choice to me: Gallente.

Precisely this. At the very least, power your way up the Gallente ship skills first to gain access to the most relevent set of Pirate ships for a Minmatar, the Angels. The Cynabal and Machariel are most excellent indeed.
Then, if you like, you can train up Hybrids and then examine the Serpentis (Vigilant, Vindicator) ships.
Meanwhile, once you can play with the Angel pirate ships, then think about chasing down Caldari ECM, if you really want to. Just remember that nothing lasts forever, only as long as the next nerf!
