So part of the strategy I'm working out entails being able to run like hell when needed. I know there are warp core stabilizers but what other methods are their to overcome measures that prevent me from escaping a battle? Looking for anything that can help me to run.

There is no way to ensure that you can escape in every situation.
You can make it unlikely that you will be caught in the first place, but once you are caught, you will probably die.

Travel in groups.
Never go into LowSec. :)
Nanofiber structure mods.
Microdrive afterburners.

Is it possible to warp while cloaked? Is their any way to detect someone who is cloaked?

If anything is within 2500m of your ship your cloak will be broken. Otherwise you are undetectable. |

The only real way to ensure that you can get away, is to not get caught in the first place! Use local and your system scanner so that you are aware of what is around you etc. If you see someone new come into local start scanning, if you see a new ship on your scanner immediately warp to a safespot or something.
If the person is in belt with you, by then it is most likely too late, however if you make sure to do whatever it is you are doing far away from the warp in point(at least 30km away), and have a setup that can turn and warp quickly, you should have enough time to escape before being locked down and exploded. |

The "nano" tactic is the best way to PVP with the option of escaping. Basically you use incredible speed and skillful maneuvering to deal damage without getting trapped (webbed), thus thwarting enemy turrets (their tracking is too slow) and missiles (their speed is too slow) and reserving the right to disengage if the enemies are too tough. This takes great skill and it's very easy to lose a HAC worth nine figures trying this. Give it a try in an interceptor, which is relatively cheap, if you think you might want to go nano. |

Another option is to pack lots of firepower, and kill the tackler before they kill you.
What it really boils down to is having more friends in system than they do.

Watch local like a hawk.
never sit at or close to the warp in point of a belt/planet..etc...
as much as possible try to stay aligned with an object to warp to.
if worse comes to worse and you find yourself scrammed, webbed and going down in flames, select an object for your pod to warp to and spam the warp button to save your pod.

Honestly, EVE combat is all about catching the target so it can't run away, and then killing it, and very often by the time they appear in your Overview next to you, it's too late.
A better way of handling the game would be to forget about always running away, and think in terms of "Ok so if I lose this ship, no big deal, I can just buy 10 more, so I'm gonna go have some fun." Think of ships as throw-away equipment, rather than as your one suit of armor that you can't possibly ever replace. |

Being really qquick will help in most situations.
A fast aligning, fast moving ship will get into warp before most ships can lock it.

While a good way to handle loss in EVE, you should still try to win more battles than you lose 
But yeah, battles in EVE revolve around catching and avoiding. Not trying and running. A skilled pirate will not appear on your overview unless he has decided he can keep you from running and defeat you in battle so by the time that happens he has won the battle with about 90% certainty already. If you don't want to fight someone in EVE, you make sure he never gets the chance to get on the same grid (the section of space falling within overview range for a ship) as you.
Making sure you can prevent flight on a ship on whose overview you appear(in most cases. A truly prepared pilot is extremely hard to intercept unless you can goad him into a camped chokepoint) is basic skills. Winning a fight once it has started is math with just a smathering of skill. Appearing only on overview in situations where the math is in your favor is what PvP skills and tactics are all about.
