Hum,
I'm Spaceship Command 4, and Caldari Cruiser 4
Eve interface and evemon tells me that these are the only way to skill Battleshift.
If I try to skill BS; it tells me to skill Mechanic Level 5....
Is this a bug or a feature ?

Which skill are you trying to train exactly? The skill you mentioned does not exist.
If you mean (one of) the racial battleship skills, it does not need Mechanic V.
Are you perhaps trying to train the Assault Ships skill?

On the other hand, mechanics 5 (along with hull upgrades 5 and shield management 5) is highly advisable. More hp = better
CONCORD provide consequences, not safety; only you can do that. |

I was talking about Caldari Battleship. When i Try to train it, it tells me climb mechanic level 5.
So it is not normal ?
So it's a bug.

Caldari Battleship does not require Mechanic V. If it says you need it, it's a bug and you should file a bug report.
However, before filing a bug report you should rule out any user error. Check if you are actually trying to train Caldari Battleship and not some other skill. It may be a small chance that this is the case, but is a chance you can rule out completely. And on a server with 200,000+ users the chance that you're the first to encounter such a bug is pretty slim; user error is more likely.
If it really is not working as it should, don't hesitate to file a bug report

According to EVEMon, Mechanic V is needed for Caldari Starship Engineering, as well as the Starship Engineering skills for the other races. Make sure you're not trying to train CSE rather than Caldari Battleship.

No Mechanic V required to fly any kind of battleship, though it's a good skill to train.
On a different note: Servers are coming back up soon, time for another battleSHIFT!
