Fraction warfare is a great asset to the game but really screw things up with killmails.
Example: I tackle so i will not get the final blow and therefore not the killmail, no kills will be posted, but if i loose a ship i get the mail. Therefore, as long as I'm in fw I will loose standings on corps killboard.
Solution:
Corp kills/losses have extra tabs for real kills and assisted kills that way the corp will always get a km copy without lag, the mail can even be delayed just as isk payout.
Solution2:
A CCP supported killboard for the fraction where you can see killmails (and copy) for your real kills and assisted kills.

I see two options here:
1 - Give each faction its own killboard and any time a FW kill occurs (I'll let CCP define a "FW kill)
2 - When a killmail is sent, send it to all players involved in the kill. If this adds extra lag, hold off sending killmails till the next downtime.

As for making an official killboard, the impression I get from CCP is that they want the problem of people lying on them to be handled by the people involved. Though an official FW killboard might be different.
Though personally I'd prefer giving the killmails to everyone, since that is a solution which helps all PvP players, not just those involved in FW.
