A quotation from Wikipedia article on hybrid electric vehicle:
There is an impeding shortage of many rare raw materials used in the manufacture of hybrid cars. For example, the rare earth element dysprosium is required to fabricate many of the advanced electric motors used in hybrid cars. However, over 95% of the world's rare earth elements are mined in China, and domestic Chinese consumption is expected to consume China's entire supply by 2012.
Well, we all know who REALLY is to be blamed for the shortage, dont we?

Never heard of Russians spanking anything in China recently :) Well, maybe the news just havnt reached Moscow yet.
