Other factions like Caldari have a clear leadership leading their fleets & such.
Is it possible for Gallente Militia to get a leadership of it's own?
Well maybe, our leadership can be a little bit different from other factions
Perhaps a triumvirate of 3 leaders instead of 1 leader?

If you find that the leadership is lacking you should try and fill the void ,even a bit. If the leadership is failing and is blind as to why it is failing,stepping in can help change the situation.
Rarely do you want a leader and one shows up. At least not a quality leader that will fill the role properly. Generally its those glory hogs that show up that have no clue other then they want to be the star and want everyone to do their biding.
Get a few friends together and review the problems. Then go run small gangs and see where things go from there. Asking for and recieving a leader will likely prove more condemning then a lack of a leader.

personally I enjoy not having anyone tell me what to do. It's kind of funny to watch all the little fleets run from system to system

Gallente has clear leadership in Fleet Warfare. We just don't have all the bears to go out PvEing the Plexes like the Caldari blob. Fair trade-off, we win all the PvP Battles, they win all the PvE Battles.

Gallente has Space Superiority most of the time
while Caldari has noob superiority most of the time
it's MOSTLY those noobs who runs plexes for their glorious state 
but Gallente Pilots easily Outclass Caldari Pilots
