You may ask why, well here are the reasons;
 Poor drone skills (vital for a miner)
no engineering skills, which practically makes a hulk useless
no ice skills
absolutely the worst learning skills i have ever seen in my life
lack of space ship command 5 and exhumers 5, as well as industrial 5
this char needs 'atleast' 6 months to even get him half decent. but as i said, ill bid 400mil (with reasons stated above)

poor drone skills ? you're getting the best from the mining drones short of training interfacing up to 5
no ice skills ? ice mining is a 1x training time skill, you'd have this up to 5 within a week - hardly a problem
i'll admit the learning skills arent at a decent level but this character is a 0.0 mining tool and didnt have any greater aspirations at the time of creation
again this is a mining char, the spaceship skills are where they need to be to perform in the required task
engineering skills are fine for the task - you don't require a tank to mine in a fleet
you expect way too much from a 5.9 mil sp char. this is a perfect 0.0 miner with tech 2 crystals, so you can make all the sub 1 billion bids you like, i'll take them as free bumps :)

I'll offer 1 bil just to get rid of the sub bil bids and if can get together some isk will make a buyout offer in case the previous one not happen for any reason.
While Drones and engineering do need a little work a month training will more than make up and also there are a few nice other skills in there that will more than compensate for anything lacking, namely prod efficiency, decent refining /reprocessing skills and T2 crystels on several ore types.
Good luck with sale and hope to get enough isk together in time to have a proper attempt !

wow you loose the extra 3% to yield
you are mining in 0.0, whether or not you are in a fleet or not, you are still going to need a tank
mining drones are basically useless
need to be able to use t2 heavies to kill rats (cant do that)
learning poor, needs about 6 weeks work
im not expecting much from a 6mil char, what im saying is, you could have specced it a little better

in contrary to the in-eve link, electronics is at 5
the character is specced fine for mining in 0.0 with a belt tank, meaning you dont need to kill the rats or tank
