Hi
The following ideas are based on forum harvesting, others telling me what to do and getting killed in PvP.
I think FW is great but have some suggestion for improvement:
1.Ranks
In FW the rank system could do better IMHO. First as have been proved you can achieve the highest possible rank without actually seeing PvP combat. I think this should be changed so here my suggestion for promotion within the militia.
The promotion system should be linked to the time you spend in a militia fleet in a function as squad member or squad commander or wing commander etc. and on the success of that fleet, both PvP and PvE. You also only get promoted past a certain point when you have the needed skill for let's say wing commander. Example: Player A (Caldari) start as Protectorate Ensign and spends 100 hours in fleets as squad members getting the needed kill points and mission points and finally gets promoted to First Lieutenant. Now he can only get promoted any further if he has the required skill (let's say leadership 5) besides the needed kill and mission points. Like this the militia ranks would actually also be somewhat in accordance with the functions a player had in the militia and on top not everybody would be Brigadier General within one month.
2.PvP & PvE
What is warfare PvP or PvE? I think it is both, at least in RL it is not only about shooting but also about aim and gains. At the moment (I take Gallente and Caldari as example) we have the two sides doing what they can do best Gallente PvP and Caldari PvE. To make an analogy to RL Gallente is like the medieval armies meeting on the field of honor and fighting it out while Caldari is more like let's conquer that town and that city. The challenge is in how to force Caldari to make more PvP and Gallente more PvE.
One way that could work is by making the sec status of systems more dynamic. When a low sec system is conquered and and belongs to faction A for a specific amount of time without faction B being able to put enough pressure on it, it becomes faction A high sec. If next to faction B's high sec a low sec system is conquered by faction A that faction B high sec becomes low sec. I know there are a lot of things that this would imply to not only FW but I still think it worth considering. Regarding FW it would mean that PvP on its own will make you loose high sec after a while and therefor reduce your logistic base etc. It would in the case of Gallente and Caldari probably force Gallente to pay more attention to the PvE side of FW and start doing more plexes and/or go after the Caldari militia doing plexes more vigilantly. This on the other hand would force Caldari carebear to pay more attention to PvP as simply running missions will not be sufficient for conquering systems anymore, as if you want Tama to become high sec you have to stop Gallente from contesting it and not only run more plexes than they do.
Ok that is it for now û these are just some thoughts and I know there are a lot of things that have to be considered. So take it as my brainstorming contribution....

The one with ranks linked to leadership abilities is a keeper. probably even something worth implementing everywhere :-D
Allows easy pickings of primaries... (in a good way ;-)
I can imagine the 2nd one to pose quite some technical problems- but hell yeah- a dynamic sec status system would be hell of a way to take "the sandbox" to a new level.
Probably years away though. Also: who'd want to "increase" the sec status of a system :-P worse rats- less pew-pew? -
