I know that advice on this level is hard to do without being able to see my skills. SO I will just say a little about myself and my general skills, and maybe this will help.
I fly a typhoon for level 4 missions. Highs .drone link augmentor. smart bomb ( mission specific ) 2 1200 prototype arties with missions specific ammo, 4 arbalist cruise missles with mission specific ammo. Meds ABt2, and 3 te cap rechargers ( sometimes 2 with a target painter ) Lows all t2. A Dc, 2 lars, 2 hardners, power diagnostic ( named and for fitting plus more cap )and a t2 missle upgrade. Drone bay 5 t1 heavies and 5 meds ( t2 if valk or hammerhead ) 3 ccc in rigs.
That is my typical typhoon mission setup, and should give an idea of skill levels.
I also pilot a cynabal in Gallente space for level 2 missions, trying to get up to level 4 missions as well. I have a JC in both min and Gallente space... plus another JC that I will pvp in. My training is geared to both gallente and min ships, with weapon focus on missles and projectiles. Have a reasonable armor tanking skills, and will start working on shield tanks in a little ( to expand my ship base. ) my navigation skills are mediocre.
I want to play with my Pvp JC. I dont want to spend a lot of isk, but also do not want to be cannon fodder when I attempt it. My mwd skill is just at level 2 so major cap issues.
So with that general idea of my skills and wants... what would you suggest as pvp gear and ship to fit the bill. keep in mind my PVP interest is more anti pirate and bounty hunting.. not so much piracy. Thanks in advanced...... feel free to comment on ways to improve my pve phoon. I consider the missing pleasure hub interior a bug.. even if it is not. Please fix it. :P |

Buy a few rifters and fit them out as best you can. Battleclinic.com is the best place to go if you want a specific fit. Most frigate fits are fairly simple though.
Highs: Guns Meds: Tackle/tank if you shield tank Lows: Damage mods/tank if you armor or speed tank
If you are just getting started with pvp, the best advice I have is to buy 5 rifters and then go to low sec secure in the knowledge that you will die. If you really want to learn pvp, but want to minimize your dying, you might want to look at the agony unleashed courses. Another alternative is to find a friend or two to join you. Pvp is much more enjoyable when you have a friend on hand. *Non fui, fui, non sum, non desidero* |

I used to fit my Rifters like this:
3 x 200mm autocannon II (with barrage), 1 x rocket launcher II 1 x 1mn mwd I, 1 x named warp disruptor, 1 x named web 1 x overdrive injector I, 1 x nanofiber I, 1 x named gyrostabilizer
But now I've moved on to the a traditional, armor tanked, pirate Rifter:
3 x 150mm autocannon II (with barrage), 1 x rocket launcher II 1 x 1mn mwd I, 1 x named warp diruptor, 1 x named web 1 x small armor repairer II, 1 x 200mm Rolled Tungsten armor plate, 1 x Adaptive Nano Plating II
Both are pretty cheap and pretty effective (though for different situations).

well I got me rifter and fited it cheaply. Just wanted a feel for it ya know. So what do I run accross? A Pirate with a - 10 security status in a rupture, that pops me in 3 seconds. Well I did leanrn from the encounter ( and am wondering how to check the ping rate.... but that is only sort of related. this guy would hve owned me no matter what my ping was heh ) And that was I was not ready for PVP. By being ready for pvp I mean standing a chance of winning against other pvp players.. mainly pirates. If I wanted to just blow people ID get in a velator and use a t2 hammerhead too blow up 1 week old miners.
NO I want to fly into lowsec. Identify the Blackbeards of the sea and sink him. This probably means getting a lot more than 9 mill sp. ( character birth was in mid to late december )
So with this in mind, What should I be looking at? By 24 mill sp I want to make pirates wet their wooden pegs and eat their parrots in fear.
For now I will eventualy take the rifter to a 1 or 2 threat complex in lowsec and play around that way. I want some more nav skills first however. This will at least give me some control over what I fight.  I consider the missing pleasure hub interior a bug.. even if it is not. Please fix it. :P |

Unless the pirate is also in a frigate and probably still wins due to better skills and experience, the pirate will be flying a larger ship. And cruiser with good pvp setup > t1 frig with pvp setup unless he is really doing something wrong.
When i did some anti pirating i used AF/cruiser/BC. Where AF only really works when pirate makes mistake. Most pirates wont really like attacking BC in cruiser, but what i always did was wait in belt, and one pirate comes immediatly start alligning to random place and act like you are about to warp out. Then they warpjam you, you jam them and shoot  Hurricane is imo great for this.
However dont forget that anti-pirating will never give you the 100:1 K:D ratio some pirates are so proud of (where 99 of the 100 ships didnt had more than civilian weapons fitted). You will lose your ship often.

Commendable spirit..., my advice is that more important than any ship type or fittings is your correct and rapid deployment around a system / constellation.
Learn how to use the directional scanner VERY well so that you can find out the location of your targets in system within 30 seconds. Then shave more and more time off this as you get better.
