Might want to change inventor in title to near as you clearly state that he isn't able to invent yet.
Unless inventing mods, ship invention is based on three invention skills (racial encryption, racial starship engineering, mech eng). The higher the level the higher the chance of success. You have mech engineering and nuclear physics as only invention skills and they only trained to level 1.
