Aww, no fitting layouts for this posted in the sticky.
I needed something a bit bigger to charge through low-sec with so I am thinking about
High
Proto Cloak
Meds
ABII Cap Reharger II
Lows
Nanofiber II 2 X WCS 2 X ECH II 1 x T2 MAR
What rigs are worthwhile ? I'm guessing agility needs a boost? |

This is probably the best Idea, as the Viator has a +2 (I think) bonus to warp stability, meaning you get free warp stabilizers, good huh? I'll work on a setup. |

Only use the Occator if you really REALLY need that extra cargo space, otherwise you a Viator. Its got built in warp stability can be made to align nearly as fast as a shuttle. |

How about this? It can run it's Microwarp and ECM forever.
[High Slots] Prototype Cloaking Device I
[Medium Slots] 10MN Microwarpdrive II. Cap Recharger II. ECM - Multispectral Jammer II.
[Low Slots] Power Diagnostic Unit II. Small Armor Repairer II. EANM II.

The Occator (and Deep Space Transports in general) are really not designed to be in combat arenas. They turn and accelerate slowly and only warp at the 3AU/sec standard. Granted that the Deep Space Transports have a generally better tank than the T1 base, but they melt just the same under focused fire.
If you plan on going where you are more likely to come under fire, go for the Blockade Runners (Viator, Crane,....) Forget cargo capacity and fit for agility. Low Friction Nozzle Joints, Inertial Stabilizers, and a nanofiber make for one quick little ship when it's time to warp out. If you've also trained up Evasive Manuvering and Spaceship Command to the max, you'll be even faster in getting out of harm's way.
Oh, and if you really want the max cargo space that doesn't involve a Freighter or a Cap ship, Iteron V with 3 Cargohold Optimization rigs and Expander II's. (Yes, it really does hold more than even the Transports do) Just make sure to cram your mids full of tank. _______________________________

Bad idea.
Cloak kills your lock time.
Fire your ECM - and you have to wait a minute before you can dock or jump a gate (aggression timer).
Haulers shouldn't have an aggression timer.
Just get a Viator, fit with inertia stabs and polycarbons for shortest possible align times.
Don't waste slots that could help you escape to warp faster by trying to fit a tank. If you're caught, no ammount of tank will save you from a gate camp. You will be webbed (no burning back to the gate), and pointed (heavy dictor will ignore your warp stabs).
You're better off going to warp before they can even lock you.
