So that was the issue. This is currently not an exploit. But, the offender must die to CONCORD or else he is exploiting. You are allowed to attack people in "safe" space but they must wait for CONCORD and die. Twisted logic.
Anyways, with the news changes to missiles and launchers in-expensive indy ganking will be gone. Nevermnd sendming the the communication. I think I shall have to make my own forum where people can post communication betweenthem and CCP. Give thema place to rant and rave without getting locked and modded.
It is also quite funny to read some of the more clueless GM's responses.

Also like to add it will not just be 5 apiece for the bodies, it will be MORE. added will be more isk on top of reward if pictures of their destruction are provided.

Sad sad sad, Poor pirates just doing their lonly jobs being harrased by " GOOD GUYS "everywhere they go.. Leave us to do our busness aganst you anywhere we choose... We're a nessasry evil visited into the game to add excitement to your otherwise borring mining and killing of repetative NPC rats... Live a lot, die a little... On the avarage PC pirate loose more than you ever did, and ever will...
