Hey
I was cargoscanned by a guy last night in 1.0 space. The guy had a bounty of 320K on his head, hehe, not much 
Two quistions:
1. Can I shoot him down in 1.0 space without getting in trouble with Concord ?
2. Can I shoot him down just because his cargoscanning me ?
I had feeling that he and his friend nearby would steal my goods, luckily it was in secure cans.

Cargo scanning was never a hostile act. And if you want to shoot him down in 1.0 space, make sure either his security status is -5.0, he's in the same corp as you, or your corp is at war with his corp. Anything else and you can watch Concord jump on you like ants on sugar.

Another supplemental question then...
If Anguz, for instance, was nowhere near a gate, and anguz had scout drones flying around without given them any particalur orders than to orbit him, wouldn't they attack the person who cargoscanned him? -and if they would, isn't that a drone reaction on a hostile act? (once the "offender" cargoscans anyone, the auto-lock-target is automatically initiated)

Isn't the autolock initiated as soon as sombady locks you? the guy that locked first doesent even need to activate anything or create any hostile act...
that's why there are pasive locker's, so the guy you are locking doesent auto lock you and he doesent know he was locked

1, is maybe, it depands on his sec rating, below -5.5 and he's KOS

I was not in progress of anchor it, but had the feeling that if my goods werent in a secure container, they would have shot me down and stealed the leftovers....yeah, one of them would be wasted by Concord, but the other would steal the leftovers....
