So I just got into a Manticore and I tried to fit a Cov Ops Cloak with no success (lolz 99999999999 CPU). What happened to that percent reduction in fitting cloaks? :<
I'm assuming I need to get the Cov Ops skill up a bit higher before I can fit it then?

Covert ops cloaks can only be fitted on recons and covops frigates.
You need to use the Improved Cloaking Device II, and no, you will not be able to warp cloaked.

Stealth Bombers can't fit Cov Ops cloaks. Best you can do is the tech 2 variety of the Cloaking Device.

Gawd, I want my training time back. I was under the impression that Cov Op Frigates could warp cloaked and everything.

Its pretty misleading that the stealth bombers are listed under covert ops frigates on the market. They really should have their own category, I agree.
The buzzard can warp cloaked, and the falcon (force recon) can as well (you mentioned manticore, so I assume you're flying caldari...)

Lol - you should of read the descriptions of your ships/mods a bit more it seems.
No - it only works on Recons and Covert-ops, it's not possible to fit on anything else.
The Manticore may require Covert Ops skill to train, however it is technically a Stealth Bomber, and categorized as such on the markets. Covert Ops ships (Buzzard), and Force Recons (Falcon) are the ones who can use this cloak.
So yea - you can still cloak... defiantly, but you just can't warp around while cloaked. A T2 cloak is pretty standard issue on bombers - with that you can move around quickly without penalties.
Don't feel to bad though - you need that to train Force Recon ships later - which are great. The Falcon is at current the best electronic warfare ship in the game - that's always something to train for. All the other Force Recons of the other 3 races are cool as well - if you want something else, you could go in that direction too if you wanted.
