Well alright, lets get you sorted.
First, you call it a speed tank, wich in reality is not a form of "tanking", but a way to evade damage. Second, to know how to efficiently evade counter damage with speed requires knowledge in how your ships propulsion system works, or at least what parameters of your ship affect your max velocity and maneuverability.
Right click your vexor, or any other ship, click attributes and look for following: Agillity - The higher the numbers are, the more clunky and slow your ship feels when turning. This doesn't affect the simps maximum velocity, but rather how long your ship is going to take to reach it. Bigger ships have bigger numbers. Speed - Directly affects your maximum velocity, gets multiplied by a certain number when your ship is running an MWD or afterburner. Higher numbers- more speed. Mass - Affects both. Less mass - more maneuvrability, less time to reach max velocity, higher velocity.
Now, take a look at different modules and rigs which affect theese attributes on your ship. MWD: Microwarpdrive - Essential part of any ship wanting to be go fast. Afterburners just dont cut it, even though their signature/capacitor penalties aren't as severe as the microwarpdrives. Overdrive Injectors: Affect the speed attribute only. Stacking penalties decrease their effects as you fit more of them, so generalyl you should never fit more than 3 at the same time, its just not worth it. Nanofiber Internal Sturctures: Affect mass. Stacking penalties apply here too. Inertia Stabiizers: Affect your ships agility and signature radius. The latter is a penalty wich allows others to lock you faster and do more damage with certain missile types, but it is not as big of a problem when you can get out of teh way quicker, by having fitted those. Stacking penalty applies. Auxiliary Thrusters: Speed, armor capacity penalty. Works like a little worse version of an overdrive, just fits in a rig slot, takes a pecentage armor and your ships calibration points. Polycarbon Engine Housing: Affects Mass and armor. One oft eh better ship modifications for a speedy ship, but cost accordingly. Low-Friction Nozzle Joints: Affect Agilitty and armor.
Theese are the main things you can use to improve on your ships speediness. There are also other rigs, implants and other module variations you can use. You just need to figure the rest out yourself.
