True to the mantra "if you cannot beat them, join them", I'd like to make an alt for the sole purpose of suiciding folks. Trying to keep the skill points low, what race/bloodline/school would you recommend and what ship should I train towards? Thanks!

It's all about DPS, DPS and more DPS. Your tank and fitting ability won't matter much. You will need rudimentary tackling.
With *current* game mechanics a Raven fitted with siege launchers offers the highest DPS for the lowest SP and ISK investment. Since none of the starting characters offer much in the way of missile skills I'd go with a Minmatar Brutor - Slave Child - Engineer. 3 points in per, 2 in will. Your goal is torps 4, caldari bs 4, warhead upgrades 3, MLO 4 and rapid launch 4 and 5 drones at the very minimum. (2x heavy, 2x med, 1x light).
Since most t1 haulers have 6000 effective hp or less you should easily be able to pop one even in 1.0.
Fixing your sec status is a whole different ballgame though. A ~2M SP ganker spec character is going to have a very rough time with L4s.

There's the kicker 
Recycle alts is not allowed if their sole purpose is ganking, i'm sure it happens still but if you just reroll a character every time you sec drops it's pretty lame

Back when I had multiple accounts I had the idea of offering sec rating service for suicide alts. Fly a nighthawk or dual rep domi, roll L4s, get full room aggro and have a 5-10 man suicider teams clean house. I'd get the mission payout, they get the sec rating fast (lots of session changes and BS kills).
Now that the lofty's been fixed someone really should offer this service.

oh ffs go kill your self. oh wai...
answer is dps. you have to kill things before concord kills you. I've seen it done with all races so its purey your style that decides what shps.

While that's true the cost of doing so varies. All battleship hulls have roughly the same cost after insurance payout (around 0 isk), but weapon system costs vary dramatically.
Because they reprocess into 1/10th the minerals of guns, siege launchers are nearly free. 24 rounds of navy torps are nearly free. T2 drones cost, but you'll likely recover them with your looting alt.
On the other hand, megapulses or blasters range from half million to a million a pop. And crystals for laz0rs are another quarter million+ per. So you can easily go from 1-2 million for a suicide raven to 10M+ for a geddon or domi. This price difference makes suiciding smaller targets while waiting for the big score viable.
