edit: I would like to add this is not an anti-nano*** whine, I don't want them pummelled to death by the nerf bat I wanna kill them myself.

They are not faster, and inties accelerate better. T2 fit vaga goes around 5 km/s, T2 fit stiletto goes 6+ km/s.
Polycarbs do not change that relation, in fact the inty will benefit more from rigging, after 2x polycarb IIs we're looking at roughly 6.5km/s vagabond and almost 9km/s stiletto.
Apart from that, you should try to snatch them when they're dogfighting, its much easier when its slowed down or if you can approach sidewards to its path. Once the web is on, his guns will not hit you anymore if you're orbiting.
With good skills you might be even able to dodge warrior IIs in a tight orbit, not sure about that.
You'll definitely need some dps to kill it tho.

a vaga engaged my ranis in low sec under sentries a short while a back, luckily got a web on it and did kill it but was a close call. without the sentries his drones probably would have finished me off before i had time

Ironically, despite being the premier minmatar fast cruiser, given the way it is fighting the vagabond is maybe the most vulnerable fast ship around.
That's exactly what I am thinking.
Here's a couple of 3 things.
1) I can catch them 2) I can web them, and hopefully they won't have webbers on. 3) Their turrets wont track me even in a close orbit.
Now the hard part:
1) Drones are an issue, how can I possibly dodge the 5 Warriors II?(at least ***abonds wont fit drone mods though)
2) Their buffer tank, let's assume 2 LSE and no invuln field. Can I break that with a Male and EM rockets (Male has EM +% and rocket +% wich is nice, but 2 LSE is a lot of hp, and the ***abond has EM base resists high).

To OP, you cant kill them solo in your ceptor, unless you found an utter moron. Just web him, and have like a thorax pop him

even if you can web them + get under their tracking you still have the drones to worry about, so unless you can kill them beforehand somehow... ...

A malediction can quite easily tank a flight of lights long enough to kill them and still probably get fast enough to catch the vaga (with a bit of heat) but you still take absolutly ages to kill the guy if he has a dual LSE buffer because with the tank and speed mods your definatly not going to have enough room for a BCU.
If you want to take a vaga down in ceptors your gona need more than 1, idealy with at least 1 (preferably 2 or 3) tracking disruptors and 2 webs (so you can slow him down enough that you can get in a really tight orbit with MWD's turned off).

Why would you assume a vagabond would have a web? Most use lse x2 instead of a web. Watch out for medium neuts tho. --
