If so, then there is no need for her character to have a key role in EVE and she has been removed intentionally. This is speculation, I know nothing about the real reasons, but I don't think anyone at CCP see a need to tell us the reason. It really is none of our business...

Its probably because they need to settup a fresh account with the right permissions, one could argue they could then transfer the character over, but why bother when creating a new one takes about 2/3mins compared to waiting till downtime to be able to use it again.
