Well, it's lame but it's not stupid. You can make a lot of money mass ganking at 0.4 gates from secure empire. This week I think 3 of my less lucky pilots have losts ships (and sometimes expensive cargo) to forgetting that there's a great difference between 0.4 and 0.5 now that tanking/damping sentry guns is now allowed.
