Everytime I try it just gets to the Fetching Data Change Step and locks up.

Yes, i'm having issues with creating a character as well:
When im done with the page where you change the looks of the char and want to proceed, it locks up with a blackscreen and just the progess bar showing. I left it running for approx. 10min, but nothing changed.

I have the same issue too. after I finalize my appearance it goes to the finalization bar gets all the way through and just stops.

most of the time, the server has a shorter-than-expected timeout timer for people creating new characters. My advice is to prtscrn your final avatar (complete with the slider info), then reconnect, remake the character.
This has been a long-standing issue with the internet and not CCP or the game.

Yes well Ive even experimented just clicking the default avatar instantly to go to character name selection asap and it still freezes so its not the timeout.

BROKEN, OUT OF ORDER, or, OUT TO LUNCH, MIA,
AWOL,
take you pick

This has been happening for the last six months or so. But like lag, it's obviously the user's fault, not theirs. That's why it's never been fixed. Apparently it's correct behavior to be unable to create a new character.

Why is this not on the Known Issues page yet? Fix this, I'd like to create a new character.
The character creation process is full of bugs, and you need to step through the code and find out why. It's not stray gamma rays causing a "corrupt cache file", it's your code doing the wrong thing somewhere.
One problem is when creating a new character, after the part where you create the portrait the screen goes dark with a message "fetching " something. It never comes back after that. You can hit escape to try changing options but it won't matter, you're stuck.
You can get around that by creating a new windows account and trying again, that will let you get past the fetching stage, but that too is full of bugs. If you get to the page where you choose a name, then go back and change your portrait and then forward to the name choosing screen, the portrait shown in the first portrait...not the one you just made. Great. Same with choosing a name, if you go back after that and choose another name you'll get stuck with the previous name you chose. I ended up with a fully created character with the wrong portrait with the name ****YOUCCP. Yeah pretty appropriate but that was one of the test names I'd used, not the name I chose before finalizing the character.
You might want to test that whole character creation thing and fix the bugs.

Did you fill a bug report and explain step by step how to reproduce this bug?
If you didn't then don't complain it has not been fixed.

I keep getting to the end of the creation process, and it goes
Click on "Create Character" button, brings up the registration window, which has the following text in it.
"Compile Preferences"
"Failed for some reason"
Useful error message right there. Whoever does your code needs to learn to work on their error messages a heckuvalot better. |

Filed bug report, was told to try setting cache to something other than Off. When I set it to Low it still failed (stuck at fetching data), tried again with cache set to Normal and it worked. Unfortunately now I try again with cache set to Normal as before and it fails, stuck at fetching data. So it may be related to cache somehow, but if so it's indirectly.

I am getting the same thing. This is ridiculous. And to the person that said it is the internet, not CCP, go get a life please.
The problem is with Cache settings. After setting my cache to "normal" (had to log in an existing toon to do this), character creation worked.
