I read some logs, but I couldnt reach answers.
1. Where can I get another parts?
I had 2 parts in loged in, in news, I can get another parts from pirates. I killed many Sansha's pirates with Kestrel and Caracal in Mai (SL 0.4), but I had never get it.
2. Which NPC must I deliver to?
I have 2 parts and I want to donate them to Caldari states.
How to donate them?
Pls, show me answer.

You should read the news, they explain it all.
But in general you can get another parts by trading your own parts or buying them. Note that different empires want different Jovian parts. I dont know about getting them from NPC.
The empires will start to buy them on next Wednesday at the moment, in bulks of yet unknown amount, so you cant sell them by yourself but will have to give them to some bigger organization that will hopefully be able to sell them to the empire.

About getting parts from NPC rats I think the news says that this is not the case yet. We will be informed when rats will start dropping them. |

The "caldari state citizens" channel is a place where you will find Caldari citizens working together.
You can also see the progress at www.caldari.tk. The council members Jera, Aerynth, Manicminer and Xrak would be delighted to receive any contributions on behalf of the caldari state.

((there was talk in one of the blogs about making the pices more accessable to people via pirate drops and so on. No word on this yet))
