It won't happen. Caldari ships were not designed around HMLs, they were designed around Heavy Launchers. Just because you want to do more damage you will have to give up tank. That means giving up things like your MWD for speed tank, your LSEs (which are meant for BSes!) for tank, and so on. Caldari is the ranged race, and not the speed race. You cant do everything at once, so find a way to cope with it. I seem to remember quite a few 10x Caracal battles during the tourney's that were smoking people very efficiently so there isn't anything really wrong with them.
It does more DPS so its harder to fit. Simple. I also request where the OP got their numbers for an actual side-by-side comparison because they seem fishy.
And to the person who mentioned that missiles dont get critical hits, missiles arent probability bound to hit/damage either. The amount of time I've missed or got a shitty damage rating even when my target is sitting still and at optimal with hybrids is absurd. If CCP takes that away or fixes tracking, then you can use that for an argument.

Giving up things? Why is it possible to fit HAMs, MWD and tank on Sacrilege without fitting mods and Cerberus will have to choose 2 out of 3?
LSEs are not meant for BSes, if they were their powergrid requirement would make nearly impossible to fit even one on cruiser/BC, check afterburners for example to see what it means when module is meant for certain ship size.
That missiles don't get critical hits is only one of things they pay with to get that "always hit" advantage, if CCP makes missiles hit whithout delay and be indestructible, then you can use that for an argument

I would love to see it, however, assuming that t2 HAM's would get 88 pg, a caracal would STILL not be able to fit a t1 mwd, and a t2 extender and weapons, even with level 5 shield and advanced weapon upgrades.

how about the rig that raises PG? the caracal HAM fits with t2 mwd and launchers (but no large extenders)
its rather cheap as well, also many caldari ships need an implant to fit
----
