Alright so is Khanid neutral or something? I could have sworn they were allied with the Amarr and therefore at war with the Gallente and Minmatar.
But apparently no one told the Khanid Navy that, because I just lost a Hulk to a Gallente Interceptor pilot and a frigate in a fight that lasted long enough for a friend of mine in a system next door, to ignore me for ten minutes, fit a Cruiser, show up... withdraw and come back in a Battleship before it popped.
If Amarr is at war, Khanid should be at war, and their fleet should engage hostile militiamen in hi-sec. If a single Faction Navy frigate had shown up I'd have kept my ship.
Right now Khanid has become a privateers dream where Gallente militiamen (I say them because they're the only ones I've encountered) can hunt Caldari miltiamen doing mission running or mining in hi-sec (To fund their PvP ventures), unaware of their vulnerability.
So is Khanid at war or not?

Just stay in space directly owned by Amarr or Caldari? Plenty of missions there.
There's no protection in Khanid or Derelik.

I guess the same goes for Kor-Azor and Ammatar space.
No wonder the Amarrian militia is doing so poorly, their jumping of areas are mostly Ammatar space.

Khanid don't like the Amarr. There's a bit over a disputed crowning or something that has them miffed.

While Amarr may be miffed at Khanid, that doesn't mean that they don't like them. Amarr and Khanid are still allies.
As far as Faction Warfare goes, that doesn't really matter as currently only the four main empire factions are involved.
It is completely understandable, given the background story, for Ammatar to stay out of the fight.
However, the reason for Khanid stay out is simply laziness.

The Khanid Kindom is not at war. Since old King Khanid did a runner instead of commiting ritual suicide like a good Amarrian I wouldn't say the two nations are allies. Not enemies either but Khanid is not part of the Empire. Nor is the Ammatar Mandate.
Look for Amarr Empire sovereign systems, the Imperial Navy operates there.

Concidering that working for Khanid boosts your standing with Amarr and working for Amarr boost your standings with Khanid, I think it is safe to say that they are allies. 
Besides, the new Empress did a runner on the suicide ritual too, so I doubt that is as big of an issue as it once was. 
Even still, like all the other minor factions, they are staying out of faction warfare for now.

Currently Amarr likes Khanid with a standing of 0.5 and Khanid like Amarr with a standing of 6.0.
I don't know when that might have changed, but that is the way it is now.

You know, you could hunt for them in Khanid space too. That's the nice thing about the independent factions. You can do FW without navies and enjoy the benefits of highsec too.

You know that some Amarr and Caldari militia men do exactly the same thing in the Sanctum constellation of Genesis region wich is under CONCORD/Interbus sovereignty? As mentioned, Kor-Azor space is Amarr, not Khanid. However, the route from Kor-Azor constellations next to Throne Worlds and the systems such as Ordion will pass thru a Khanid constellation - if you've been seen "no navy response in Kor-Azor", then check whether or not you're in Khanid Kingdom sovereign systems.

Yeah, I still have Khanid tags in my hangar. And if my memory hasn't screwed me completely, there are still LP items that require Khanid tags. I remember them flying Sansha ships back then.. Making me all nostalgic, as I also remember the old merc ships. They were special

The Kingdom and the Empire used to really dislike each other.
Then around three years ago their standings towards each other moved to positive. No explanation for this has ever been forthcoming. Which is odd, since just after the change there was a major diplomatic spat between them.
But to answer the OP's question, the Kingdom is not involved in FW.

I wouldn't call myself a carebear, considering that I've been on 30+ killmails over the last 2 weeks. I've also got a 4-1 kill loss ratio, so I'm not really miffed right now.

Your friend shows up with the perfect ship for the job, and then goes back and gets a battleship? That's insane! A battleship is the very last thing you want when going up against a frigate and an interceptor!

Amarr and Khanid are NOT allies. They are neighbors. Khanid is an independent Empire.
That distinction is from the chronicles, by the way, not just personal opinion. Being someone's neighbor and living the same way doesn't mean they draw you into their fights.

Like an Ushrakhan dog would know what makes a good amarrian. Not that I got anything against UK, I wouldn't mind deliverying anything from karishnas folly to curse for you.  King Khanid is probably the oldest and wisest known ruler in the galaxy, he's probably just biding his time.
