I like the pay to grief aspect though  Would be nice to have some type of formalised surrender conditions though, atm empire war corps often have very little chance of extracting a ransom from corps due to a lack of trust.

Speaking as an ex-empire "griefer," I really hope that CCP wouldn't cave to the bears to the extent that after "x" weeks, your war dec ends regardless. But setting something that allows the defending corp to surrender, pay a set amount of ISK and them render them unable to be dec'd by the attacking corp for "x" amount of time or some other surrender conditions wouldn't be game breaking.

I actually support the idea of defenders being able to 'end' a war. Consider the following example.
I have enough personal income to make myself effectively immune to ship loss. It is perfectly within my means to form a 1-man corp and wardec a random large empire-space alliance. Then, every day, I can go hunting. Some days, I'll get smashed. Other days, I'll pick off some random soft targets. But for as long as I can afford to do so (and for as long as it's fun for me), I can maintain the wardec (and combat operations) until the servers go offline.
The only way a defender can make me drop the wardec is to make it too expensive to continue (very difficult, considering my income), to make it not fun for me (not really something that's within their control) or to negotiate some sort of truce with me. As the attacker, I control all aspects of when and how the war ends.
Now, if there are victory conditions, the defender will have some chance to end the war on their own. Of course, I won't speculate on what kinds of victory conditions should be used, but I do agree that those who declare the war shouldn't be the only ones who decide when a war ends.

Yeah, that would be nice. I used to do empire wars and people we tried to ransom were always worried we would carry on with the dec regardless of whether they paid up.
