I'm in the mod for a change, and was wondering if anyone could reccomend which corps to run missions for in order to get access to some good gallente lvl 4 mission agents.

Another good corp to run missions for is the Federal Intelligence Office.

Fed Navy has Q+15 agents in 0.1 and 0.0. I think similar for Fed Intel O. Fed Customes has agents in Solitude high sec pocket, just good luck getting there.
And of course I have no intentions of telling you which corp might have good agent in empire, said agent not being in Ours or Didoxie or any other 1.0 lagdomain.

the F.I.O has a very nice agent in Auvergne and the Navy has one next door in Aunia, both are indeed close to Dodixie but the lag (atleast for me) is barely evident unless it's a sunday evening, but even then it is managable.
The F.I.O. agent will only rarely give you missions in Dodixie itself anyway.

One with a level 4 decent quality agent in a fairly quiet system, look around, they do exist.

This list isn't a bad place to look for a good corp to mission for either. 
Just a simple list of Level 4 Gallente Kill Mission Agents sorted by descending system security.

Now, I heard somewhere that 0.1 lower system sec add 10 effective quality to agent. Is it true? I remember a mate with lower social skills than me running L2s in low sec for more cash than me doing L3 in empire? Is it true for empire systems or only for low sec, if at all?

The lower the effective security level of a system is the higher the payout in both Isk and LP will be by the agent, so it's quite possible.
