I see this ship for sell always at 0.4 space.
Can I take this ship out to safe space 0.5 to 1.0?
Or this kind of ship has to stay in 0.4 and below space.
I want to know this before I buy.

Look. . .if you don't know what it is, then don't buy it, its a very spacific ship. But:
Its a capital ship - which means it can't use the gates - it needs a cyno to move. A cyno cannot be made in 0.5 and above space so no, this ship will never see high sec.

Carriers and (dreadnoughts * 1000) are good for a few extremely specific uses. If you do not even know what those uses are then you will be disapointed and/or lose your ship extremely fast. Aim for something more forgiving.
