I'm no pro - but here are my two cents.
1. Start from the 200mil per 1 million SP.
- 42x200 = 8,4 Billion
2. Skill focusing/Crosstraining
- You seem to be rather focused with the training except for a little in Science. Should add a little to the ISK amount.
3. Assests (the dread)
- You can just add the ISK value of the dread to the account. However keep in mind that an included ship (at least imo) makes the char easier to sell.
4. Start bid/Reserve/BuyOut
- I would add everything up, deduct about 1,5-2 Bil and set that as my starting bid. Low starting will enourage bidding.
- Think long and hard about what cash you minimum want to get for the char, that's your reserve. Hidden or open is your call.
- Buyout - well, insane BO never happens. Too low BO and you potentially miss out on cash. Try to keep it as a figure which is good for you, but not unreasonable for a buyer.

Well...
Your toon has fantastic EW skills, solid shield skills, terrible armour resist skills.
Gunnery is poor as it lacks large blaster / rail specs rendering Gallente BS null.
Great learning skills.
No Torp Spec skills render Caldari BS underdeveloped which means this really can only fly small and mid sized Gallente ships very well and Small and mid sized Caldari ships to a poor level (due to the lack of mid missile spec skills.)
It really can only fly those mid and small Gallente and Caldari Dreads well. But those it does very well. But it CLEARLY flies Gallente HACs, Cruisers, AFs, BCs, and finally Pilgrims will ffing pwn in this IF YOU ONLY HAD BETTER DRONE SKILLS!!! =)
I would value this at between 10 - 12 billion dependent on what the buyer is looking for and where he/she is willing to accept compromises on what they are almost certainly going to want as a minimum.
I think this is a great toon with huge potential and someone should snap him up for 10 - 15 bil (so 12bil).

EDIT: Afterthough... You have great gunnery for Gallente but you have no armour tanking resists at all and Gallente tanks armour best imo. Its kinda like a lady who is trapped in a man's body (Caldari's being the ladies, Gallente's being the men! =P)

thats what i was looking for ,
i will train drones and missle specs as well as the whole mechanic skills up and at that point put up for sale.

spend 2 weeks on drone skills, and then 2 weeks on armor support skills - plug in the torpedo spec skill if you must - then come back here and say: bump
this is what I believe you need to do in order to maximize the sale of this character. he's almost there, but not quite yet.
