I'm going into industry and setting a huge longterm goal to achieving the best of the best ship for capacity meant for mining and industry use. Does anyone know which ship I'm in quest for?

the largest cargo capacity ship made for mining is the Hulk, capable of huge amounts. the largest sub-freighter ship for general hauling i believe is the Iteron Mk 5. ________________________________________________

Or the impel for extra padding. I think it outdoes the iteron without rigs, but with rigs it's a pretty darn close. The prices will be close because the iteron will be a 1mil ship with 150m in rigs, and the impel closer to 50mil with 100 in rigs.

Largest I found was 40,000 just with a setback of 1.5 bil ISK

You can get 50K+ with tech 1 rigs and giant secures.

Permanent additions to a ship. Cargohold optimization rigs aren't cheap, but they make a big difference. The 1.5b ship you were looking at probably had t2 rigs - which can vary from moderatley priced to stupidly cheap, depending on the rig.
Edit: not permanent, you can take them off, but they get destroyed in the process.

How much bigger in cargo space could a rig make? from let's use for an example one that is 1000m standard cargo

You probabaly would use it on something that small since its a percentage increase
Itty 5 has a base cargo of 7500m3 with max skills
with t2 expanded cargo hold modules which increase cargo space you get 25270m3
then with 3 t1 cargo optimisation rigs placed in its rig slots you get 38433m3
So you can see thats quite a big jump up.
If your just after greatest amount of transport capacity you may with to look at frieghters which can carry nearly 1000000m3 of stuff but can only load and unload at stations (so you cant use it to haul ore)
If your after mining you may want to use a hulk with cargo expanders and cargo rigs assuming you dont wish to just mine into a jetcan and use an industrial for hauling.

I actually used a cargohold rigged hulk for mining/hauling because it would haul almost as much ore as my Badger II (I only have industrial III and I see no need to continue down that path). I used it when doing homework as I could park in a .9 or 1.0 system, mine trit while doing homework and after 15 minutes or so haul the ore to the station. It wasn't good money by any stretch but it was certainly better than 0 cash, especially given how little interaction it took.

I think you will find the biggest mining ship is a revalation with 83,845.5 cargo without cargo containers.
