nah, you just need to go missioning for 3 months, learn how to use missiles properly (and not much else) then join up with the 133t PvP ex-L4 mission carebear squad in a blob gate camp and enjoy the lag....  
CCP don't make these changes. Simply implement Kinetic and Engine damping scripts on webbers... then see if you still need to change *everything*

As the changes look now ceptors will die a lot more than they did.
Yes if you had a slow ceptor it will be better off now vs a vagabond.
But the fast ceptors will be dying more often to average ships.
If you are willing to set your interceptor up for pure speed you ought to be able to get get away from anyone who hasnt also set up a ceptor for speed.
