You will love this one
Its a starter char so good for low budgets. She has basic learnings to 5 and advanced ones to 4 except the charisma skills.
 Her attributes are rounded up too [int 25.3, mem 25.3, per 25.3, will 20.9]. Trains skills really really fast.
Has basic fitting skills like engineering, electronics, weapon upgrades to 5. She is a HAC pilot and comes with a cerberus. Has HAC level to 4
may be used right away with average missile and missile support skills
comes with starbase defence management 4, so she will defend your POS too.
comes with full set of 5x +4 implants
trained as spec'ed HAC character under experienced supervision, so no wasted skills so far.
hasn't been to any combat so far, clear sec status / kill right
price is 2b with no assets

Note that the basic fitting skills such as Engineering, Electronics, and Weapon Upgrades are all at level 5, and the learning skills are mostly finished, depending on how high you like to take them. The character is a mostly clean slate, with the only real specialization towards shields and missiles, as well as BC 5
