While I am typically wary of any idea that uses the words Final and Solution, I find your proposal quite sensible.
One thing though, how long would belts remain spawned? I'm not completely clear on how the macro mining programs worked, but if the belts spawned for any great length of time couldn't the macroers just scan one out and then activate their program to keep returning to it until it despawned?

because clearly its going to be more difficult to make a macro to scan. ******ed idea is ******ed. its not going to make it any more difficult whatsoever. it might just make people more likely to mission for minerals though.

Though the idea is sound and a good one for many reasons, it won't do anything against "macros".
Most of them aren't actually macros but sweatshop workers running multiple machines. So, one will scan out the belt and lead all the rest there. Net gain, against macros and ISK sellers, nothing 
It will make eve a more dynamic and interesting game, without screwing over existing characters though. Dynamic belts also more easily allows CCP to tailer the game to its needs, which is also a good thing. -------------------------------------------------

This might not be a bad thing. As long as belts spawn throughout the day as they are used up. Used up can be a relative term. High graders may consider a belt used once its striped of the more valuable rocks. They could code this so that IF the belt gets mined down to 50% (or some other %) of the original spawn that if everyone warps out and the belt sits empty for say 60 minutes (or some other time frame) that the belt despawns and a fresh belt could spawn elsewhere in the system/constellation.
Another point. CCP could vary the content of the belts based on the strength of the site. Belts could have ores not commonly found in highsec, albeit in minor quantities. 2 or 3 Arkonor, Bistot or Crokite rocks isnt that much really, but if they want to do away with t1 loot drops, this would be a way to get some of the high end mins back in to the game.

as long as there's a way to grind for ISK there'll be farmers. So unless you wanted to get rid of Belts, NPCs, Missions, etc then there's always going to be a farmer element  ...

Scannable belts would hardly be instancing. Anybody could find them with a minute on the scanner. That is of course assuming that scanning the basic asteroid belts was a different, and easier, process than scanning exploration belts.

yeah, things will end up the same....
farmers will just scan down a belt, make book marks, and copy book marks and let macro take over after.
....so...... alot of changes that ends up with the same result....
best way to nerf farmers are to get rid of/shame isk buyers....
I mean, farmers need to eat... STOP FEEDING THEM =P ....

Plus, it'd be hard to explain this plausibly in game terms. Even here in the 21st century, we know where our system's asteroid belt is. The locations of belts in New Eden -- sources of the materials that underlie the known universe's economy -- haven't been recorded by anyone, and have to constantly be searched for?

We know the general area of the belt (BTW, a whole orbit), we track the larger asteroids but nothing more. EVE belts are more like asteroid fields or some section of Saturn rings (ice in those mostly), not like the asteroid belt in the solar system.
To make it like the solar asteroid belt every asteroid would be thousand of km from the next and the useful asteroid would be really large with teen or hundred of millions of m3 of ore.

Biggest problem with mining is the ice roids that never pops.
For the mission macroing..I dont know.

Disband the alliance, ban every member known to have sold ISK for real cash, and trash all of the assets of every corp in the alliance regardless of how much ISK corp leaders sold. Utterly crush that alliance as an entity, as a warning to any other alliance who was considering making a material profit off of the game.

Didn't CCP once suggest that they were looking at mixing the odd useless asteroid into the belts? Eg: A veld roid that looks identical to the rest, but when mined gives "Tainted Veldspar" or some such useless thing which cannot be refined.
The only way to spot them is to notice that you are getting some of the useless stuff in your cargobay as you mine. A real-life miner will be able to note that very quickly, will grumble a bit, and will lock a different roid. A macro will not be able to spot the difference so will keep going at the bad stuff.
Now, if you make it so that the bad roids NEVER POP, then the macro ship will sit there gathering the useless stuff until the cows come home, or at least until the Macromeister takes some personal interest in his robo-flock.
I reckon it could work. :)

I don't recall if that's exactly how it would have worked but yes that was an idea that was floated at one point. For whatever reason (perhaps programing the tainted asteroids in a way that would confuse macro programs was impossible) it hasn't been adopted.

The only thing that will get rid of isk sellers and farmer is removing GTCs. Farmers make up 90% of the GTC buying market. Make these feckers pay for Eve in real money and then you'll see practically zero farmers. It's not rocket science. Look at the damn GTC forum.

Aside from the fact that the "real" miner will probably do more than just grumble(after all, he might have either wasted half his cap or 3 minutes of time), the macro will notice just as easily. "Macros" can read text, they can compare patterns. Why should it be so hard to distinguish "veldspar" and "tainted veldspar"? You could make it a bit more complex, by forcing them do click on info first and what not. But in the end, you'd only annoy the real miners who are likely to use a macro afterwards because they're too p....d off to care about the EULA anymore. -------------------------------------------------- I'm a rich person.
