An admirable endeavor by Ghost Festival, but if you're looking to strike at Sansha assets, don't you think you might have better luck in Delve, or Catch or... hell, Impass?

Preparation, Navillum. We do not yet have the resources necessary for a full-scale war against any large faction, let alone the Nation, and if we cannot survive in the Angels' homelands, we will hardly survive in Delve, of all places.

As Ms. Zephyr has said. Also, the Nation's assets in Delve are capsuleers. The most we're likely to be able to do to Naqam's pilots is inconvenience them. Considering the hardwired nature of Nation loyalty, it's not as though even disbursing them is likely to make any significant difference.
Naqam is apparently content for the moment to run a campaign of obfuscation and misdirection, and going after Naqam directly would be succumbing to just another illusion. There will be more that can be done about it later.
The lizard's brightly-colored tail twitches and flicks to attract attention and fool the eye. Much better to aim at the body or head, and to strike when ready.
Of course, if that tail tries to get in the way ... well, I rather hope it does.

Delve isn't too hard to survive in, really.
Ms, Jenneth, the tail? I'd always rather thought of us as the Nation's back left foot really...

Ahh...I had to ask around to refresh my memory, but I believe the pilot in question used the callsign 'Recusor'.
With the drastic change in membership, however, I imagine he may no longer be part of your organization.
