Press reports and refugees from Mekhios have all mentioned the use of Insorum by the Elder Fleet.
Insorum, as most will know, is purported to be a complete and permanent cure for infection with Vitoxin, the viral toxin used in the Vitoc method of slave control. At present, there is no other known lasting cure, and the formula and production process for Insorum have not been released to the scientific community, nor is Insorum available through any certifiable source.
While efforts continue to develop an alternative, practical cure for Vitoxin poisoning, they have not yet reached fruition.
As a matter of pressing need, then, I put the following questions to the Republic and the Elders:
What is the exact effect of Insorum?
We have many rumours about Insorum, but no official confirmation of what it does or how it does it.
Is it a cure? Is it a permanent cure, a vaccine or a temporary antidote? Does it have any side effects? Can a treated individual be reinfected afterwards? How big is the dose? What is the effect of a partial dose? In what form is it best administered?
What is its availability?
Do we have specifications for the formula and the production process? Can it be manufactured? Can it be manufactured sustainably? If not, are there stockpiles? How big are they? How many can they treat?
There are currently huge numbers of former slaves in the care of Electus Matari and I'm sure in the hands of Ushra'Khan and other groups, all of whom would like to see them able to resume some sort of Vitoc independent life at some point. Will Insorum ever be available to them, and if so, is there even a rough idea of a timeline until that can happen?

When people ask too many questions they learn the answers. Either by those with appropriate knowledge giving answers or acting in a way that proves they do now want the answers known (kidnapping, assassination).
Regardless, if the answers will shine a negative light, those hiding the answers can only hide as long as the questions go unasked. If the answers are positive then there is no harm in asking.

I'm curious as well. I've heard some very interesting rumours about Insorum... not to mention thrown a lot of money at chasing them.
I'm afraid that I'm not willing to share any of my limited results, for fear of embarrassing myself. Finding anything concrete on Insorum is nearly impossible, but... well... let's just say that many of my more, uh, credible sources of information have suggested something very interesting about its origins.
Urgh, I hate being cryptic. But until I have something solid to go on, I'm not willing to share what little I have - I'm not in the business of spreading hearsay and rumour, and I'd rather not begin an unseemly orgy of speculation without hard evidence.
Some of the rumours I've heard, however, are so completely off-the-wall as to make them completely impossible to credit. Like the one about it being generated as a byproduct of the lifecycle of a particular strain of rogue drone. Or the one about it being Space Whale milk. -

I would be willing to risk an unarmed venture into contested space (seems the closest we have to neutral space at the moment) to discuss the situation. ____

All I know, given my connections to the accademic community, is that no Gallentian scientist is claiming credit for the development. Nor have any Matar scientists; however if they were ro reveal themself, or anyone else involved in the Insonorium cure, I could see that making them a primary target for Ammarian assasians.
That said, if the Matari can keep the Elder Fleet secret for possibly hundreds of years, , keeping the means of procuring Insonorium extremely secure is no stretch.

I doubt that a face-to-face meeting will be needed. The NEOCOM communications system and EVE-mail service are both about as secure as it's possible to get anyway, so there's no need for either of us to brave the warzone unnecessarily or unarmed. -

For those with... abundant resources at their disposal, there is one option. It is not 100% effective, but of the subjects my doctors have tried it on it is around the 93.6% mark (those that aren't cured simply die).
In fact it was after a wild night mixed with one too many bottles of Minmatar moonshine and Amarrian wine mixed, that I can say that this method is quite effective for Pod Pilots. My Vitoc stores are now locked up where only I can get to them, and only if I'm in a completely coherent state of mind.
It is also that night that caused me to become even more hesitant to use Vitoc as a control method, and I can proudly say that as of right now, none of my slaves have any traces in their bodies. Only 725 of the 11,324 that underwent the procedure lost their lives, needless to say there were a lot of tears shed that month by my slaves, and productivity dropped astronomically. However 10,599 that previously had these chemicals in their system are now free of their effects.
How are we, the pilots, immortal? When our body is destroyed, our minds are transferred to a new body. Now, imagine if you will, attempting to pull off that feat without the training of a Pod Pilot... You can now see where the error comes into play *hangs her head a little*. The exact details are unknown to me, medical knowledge is not my specialty, you'd have to speak with my slaves planet side, they are the doctors around here.
Maybe that will point you in the right direction.

Chemical control doesn't have the satisfaction of a psychological control anyways.

And before you start lecturing me, this man was stealing from the food stores that feed the entirety of my slaves. What kind of Mistress would I be if I didn't punish those that deserve it.

Well, it's not really much of a "discovery" is it? I mean, the cure's already been invented. What I'm chasing is my own personal curiosity as to its origins, for the time being. I certainly don't have information that describes how it works, just tantalizing clues as to who developed it. -

If this cure is everything it is purported to be, then it needs to be mass-produced and made available. If there are security concerns, then at the very least facilities need to be created to securely administer the cure to the countless former slaves in need of it. If money is a roadblock, I suspect I'm not the only one who'd happily help fund such a progrem.

Insorum was developed by Dr Ullia Hnolku and his wife Eckarine Mitumi-Hnolku. When Zainou and Ishukone got wind of what the Doctor had created they did their best to silence him and end his research.
He sought asylum with the Ushra'Khan. His plan was to complete his research and ready the Insorum for mass deployment. Unfortunately CAIN assassins killed the good Doctor before we could get him to safety. Our pilots did manage to recover a sample of the Insorum prototype from the wreck of his ship.
Sadly we later learned that his wife, who also carried a sample of the prototype, had been captured alive by the Blood Raiders. After her ritual execution by blooding the Raiders launched an Insorum attack on the slave colony of Mabnen I.
The military response by the Empire against the Raiders was swift and to this day only the Covenant know if they manufactured an Insorum bomb or simply used the entire prototype carried by Eckarine.
Vitoc instils a sense of euphoria for a time but in general leaves the victim subdued and feeling content. The effect of the Insorum in most Vitoc victims is to almost immediately lift that false contentment. Some people react violently to the sudden lucid realisation that their lives have been stolen by a forced drug haze. The resulting uprising on Mabnen was crushed without mercy by the Amarr and it was impossible for Ushra’Khan to obtain a clean sample of what the Raiders used.
Despite the refusal of the old Republic to lend research aid to us we continued our research without success for years. At this point all I will say is that we now know why our prototype did not work. There are no foreseeable Vitoc mutations that Insorum cannot overcome but I have little doubt the Amarr are already re-engineering their compounds to create a replacement for Vitoc.
As for the manufacturing process, the complete formula, long term effects or possible counter measures I am simply not authorised to speak on those matters.
In the end this chemo arms race will continue as long as the Amarr are willing and able to enslave our people. Curing the victims of Vitoc is one part of the greater whole. We must render the Amarr unwilling or unable to continue this genocide.
The Elders will reveal all when the time is right.

Insorum is the subject of a truly amazing amount of rumor in the Empire, although I suspect our rumors are even farther away from the truth then others, since Insorum has such a closely linked relationship to Matari Freedom Fighters.
It is also, surprisingly, a subject of interest among slave owners who either feel that thier slave(s) are totally loyal or who wish to free thier slaves to low-commoner status and who no longer feel that control using Vitoc/Vitoxin is neccesary. ----------------------------------------------

You've got part of the story there, Pilot Thrace. I humbly submit to my fellow Capsuleers the theory that Dr. Hnolku and his wife in fact stole a non-functional prototype for the Insorum formula in an attempt to claim wealth and recognition that were not rightfully theirs. Speaking as a former medical researcher myself, albeit in a different field, it takes more than two people to develop something like Insorum. To me, the fact that the good doctor was being pursued by Zainou and Ishukone implies a joint corporate research operation.
That theory is born out by the fact that the program appears on a list of Ishukone projects from years 105 to 107 standard, under a pseudonym. About a week prior to Dr. Hnolku's appeal, however, the project was abruptly locked down and relocated, by order of the Ishukone CEO. All public domain information was revoked, and the whole research program was placed under CEO-level encryption and classification. About the only man in the cluster with free access to that information was Otro Gariushi.
I certainly can't gain access to that encrypted information. Even if I could, doing so would cost billions of ISK - which I don't have - and would constitute treason, which I'm not willing to perform. Besides, I suspect that many of the details of the project may have died at Malkalen.

I too am particularly curious as to the use of Insorum during the Elder Fleet attacks in Amarr space, and also what exactly Otro Gariushi would have done with that research had the Malkalen incident not occured.
(( OOC: Stitcher, to be quite honest, CCP has, in many places, completely paved over its own well-established continuity with the book and surrounding events, and the RP continuity as a whole has been attempting to pick up the pieces. I for one am furious with some of the decisions they've made (case in point - Caldari Prime) but unfortunately it's not exactly like me whining about them will help very much )) -----

Also, I'm not sure that you should expect a public answer for many of your questions. As Vitoxin is being used as a weapon against our people, its counter also becomes a weapon in this war.

The usual terrorist propaganda of the magical make-everything-right substance Insorum... A substance that gives people "the sudden lucid realisation that their lives have been stolen by a forced drug haze" Right... That sounds just like the stuff you hear from booster peddlers. 
A drug cant make you "realise" anything. But a drug can make you aggressive, can make you forgot pain, can remove your fear of death, can make you feel invincible... Thats what Insorum does as we have seen on Mabnen I. Maybe it only works on people that are under Vitoc influence... Maybe it can work as a long term cure for Vitoc... I doubt it and I certainly wont even consider believing any of the "facts" you guys throw around before its not proven by a trustworthy source.

Vitoxin is a drug to which Insorum is a permanent antidote. The rest of your your argument breaks down after that Amira.
With that in mind what were you saying about common booster peddlers? Perhaps the Amarr should call their next generation of narcotics 'Enlightenment' and end the farce.
