An attempt to get rid of unbalanced gameplay. Whether they work in the long run, guess we'll find out. If not I'm sure nano's are adjusted some more... Right now, nano is broken big time.... so logically some balancing changes are proposed to change this.

It is still going to be impossible for me to fight certain fleets. Electronics were always my nemesis, not Nano. This is just a flame war.
