Well, seeing as how you've got nothing but sarcastic answers, and seeing as how I'm gonna need cheap Officer loot for my Nyx soon, I'll give you what advice I can:
First the disclaimer: No one outside of CCP and Bob Cheats really know how to find Officers. (These same rules hold for Hauler spawns and Named spawns, but are obviously much more frequent.) This is my best shot at how given experience and rumor.
Officers have a small chance of being added to a normal rat spawn when it forms. Therefore to enhance your chance of getting an Officer, you have to 'roll the tables' by causing as many new spawns as possible. This means killing EVERY SINGLE SPAWN OVER AND OVER. Since the standard ratting philosophy is to 'chain' spawns by killing just the BS's and leaving the small ships, people don't generally 'roll the table.' I'm sure that this contributes to the rarity of Officers.
Officers are region-dependant. You need to be in 0.0 space. I suppose its possible in empire, but sure is rare.
The True Security Status of the system contributes to the chance of getting an Officer. So try to work in true -1 systems.
There is some concensus that Officers spawn more frequently close to NPC stations. I'm not sure that's true but it makes a little sense.
Officers will be in a BS generally, and not really any harder to kill than a normal BS.
If you find an Officer, kill him first. Spawns will occasionally warp off if all their small ships are destroyed.
In 4 years of Eve, I've found one Officer spawn. Corp members at the time were hitting the entire constellation looking for Officers. There were other corp members who had hit a total of 2 other officers over the previous month or so. All members were killing all ships - oh and looting/destroying wrecks too.
The following suggestions might help, but are by no means a definitive truth:
Stay in the same system. It seems to be system-based instead of region based, for example.
Start after Downtime and rat all day. There is some evidence that each 'completion' of a spawn table causes an increase in the response by the rats. So in theory you would have a better chance on each spawn if the table had been rolled 10 times already today than if its the first iteration of the table.
Don't forget to kill the rats at the gates as well as the belt rats.
