This idea presumes that the current game rules are changed to prevent docking in a hostile faction's station, which has been talked about. For that mater, such a skill might be seen as making this implimentable.
When your faction status would prevent you from docking at a station, this skill enables you to send a falsified ID signature to fool the system and permit you to dock. Higher levels in the skill allow you to dock in higher-security systems. Does not affect agression flagging.
The exact tuning of this vs security status and faction standing I leave to debate. So would prereqisites. I wouldn't make this a very low level skill. A pretty decent Electronics prereq (lv 3 or 4) at the very least, and maybe some Social skill. Because this activity could be considred illegal it might not be seeded through the empire university stations, but instead through agents, particularly Empire government corporations (and pirate stations in 0.0). It might not be desierable to have this affect player-owned stations either.

Should also be done with a module in mid slot perhaps. One that modifies your ID, and should also work for the navy, but only a dealy, like they will find out in a set amount of time it is a false ID and send in ships to investigate. The higher the skill the better false ID you generate and the longer it takes the Navy to find out it is a false ID. This however never fools players and doesn't make you immune for the Navy, they will show up eventually. Makes it a bit interesting to as this will enable hit and runs in Hi-sec to.

While it is indeed a bit silly that I can dock at a Blood Raider NPC station, I don't expect a change anytime soon.
The game, by design, has 0.0 residents living in such station and shooting the NPCs. If CCP makes such a fundimental change, I'd expect a "one time only" NPC forgiveness, raising all negative standings (but not sec status) to zero.
FUNDIMENTAL changes to the mechanics of play are fine, provided they don't yank the rug out from under folks.
Play nice while you butcher each other.

I honestly can't imagine many people that would fit this sort of thing; strikes me as a waste of a good fitting slot that would otherwise go torward things that help you kill people/not get popped. Then again, people fit warp core stabs...

Well every bonus you get should have a risk or drawback, that is why I want to see it as a module not just a skill. There isn't a drawback to a skill once trained. And you would be surprised how many people would use it. As it could also work for those -10 people, now they could get a ship out of highsec. The time however shouldn't be reset by a jump, as you will still use the same fake ID afterwards and the navy/police is the same and communicate with each other. And if the times are chosen carefully, a -10 just will have enough time to jump into high-sec, dock, change ship, undock and get back into low-sec. Of course the higher the security rating the faster the navy/police gets it is a fake ID you emit.
