Now I've read about, how Sovreignty, etc works on the test server, but I was wondering if I made a character on the singularity server, would the character be capable of using any ship they want? As id love to test a few ships that I will be flying in a while but Im not 100% sure as to how this actually works.(do they require skills on there or?)

Characters created on singularity start as on tranquility. What happens is that every now and again (I think the last was before the FW testing), CCP Mirrors everything from Tranquility to Singularity. In the case of skills, they take the highest levels of the two, so that you can't be testing one thing today but not tomorrow.
Certain things, such as Moon Minerals and Player-Owned Starbase positions are either scrambled or removed to prevent use of the test server to gain an advantage on TQ.
Your best bet is to keep training, then wait for the next mirror.

Occaisionally (I mean REALLY occasionally), they bump everyone up to max skills (near enough), then give CONCORD the keys to the donut factory. The last time this happened was october last year, in an event known as "Armaggeddon Day". It ended up with several Free-for-all dread/carrier blobs. CCP staff also joined in the fun, bringing Titans into the playing field and DDing all the fighters every now and again

Nope. They just copy TQ over. You can put +4's in your head on SiSi (Singularity) for cheap and do some training, but it gets lost every time there's a re-mirror. There are several skills I've trained 3 or 4 times over on SiSi, but not bothered to train on TQ yet.
