I'm planning on trying my hand at low sec pvp and built a bunch of ~2,000,000 ISK Rifters.
The only trouble I'm having is deciding between MWD or afterburners.
I notice most of the battleclinic.com pvp Rifter loadouts have afterburners no MWD, even the techII equipped expensive ones.
Just wondering why? Tons of speed vs larger signature radius?

Rifter is fast enough. MWD gives too big speed boost which mess up your gun tracking. Depends on the setup, MWD may be hard to fit.

A MWD brings with it a penalty to capacitor, which, on a frigate-sized ship, is noticeable. Also, the MWD has the signature radius thing, which affects frigates the most.
An afterburner, however, might not be fast enough, especially if you're a tackler.

Are these mission setups? YOu can't use MWD in most mission spaces. Yeah, and also the MWD burns through the capacitor of a little ship like a Rifter real fast, and may prevent you from fitting the other modules you might want. In PVP if your role is to be a cheap disposable interceptor, you'll want a MWD and nevermind the tank or weapons. If you're doing solo PVP though you'd probably best fit an afterburner to go with your weapons and tank.

Please understand I'm a very experienced player in PVP. I know what I'm talking about when I say:
Always fit a MWD in any ship that will PVP. Always.
Especially minmatar ships. Especially rifters.
MWD.
(Keep an eye on the current speed changes, if they go through it will probably not affect this choice, but it might.)

Since CCP's primary goal is to affect this choice, I think it might. A Rifter is a special ship that can be fit in a thousand different ways. It is best as a tackler, but can also be used as a primary damage-dealing ship, for example for a bit of low-sec piracy on miners and ratters. To effectively wear down a cruiser or something with your Rifter, you're going to need more than the 30 seconds of capacitor that the MWD gives you. An afterburner is a fine choice for this situation.
