Tonight while hunting a few belt rats, I noticed that most of them were "Wanted" when I clicked on Show Info, and there was a Bounty for them usually for 10K to 15K isk's. How do you collect these bounties after killing the rats?

You get the bounty automatically, but not right away. 
About once every 15 minutes, a deposit is made into your Wallet's journal. If you mouse-over the entry, it will list all the NPC-rats you killed that went towards that deposit/entry.
If the total is greater than 100K ISK for the entry, you get taxed by your corp (if you're in a player-corp with a tax-rate set) |

I believe it is once every 20 minutes. You kill the rats and the sum gets deposited into your wallet occasionally. Try out some low security system rats. They have bounties of 150-200K. With about 2 weeks of combat training on your char you can kill them using your frigate, even the bigger ones, and make probably 4-5 mil per hour.

Just keep an eye on local  .4 belt (3 in system) just ran through with corp mate in our incursus had one at 75k, one at 54k, rest 5 13k. Have seen bigger here, didn't have time to go further down chain (it is midnight and my wedding anny is tomorrow  )

AH! I did not realize that. Good info, Thanks everyone!
I was wondering why I was getting small deposits in my account and always thought is was a bug with the market system not showing an item had actually been sold.

If you go to low sec, be wary of human players too. There are pirates around who will probably kill you if they catch you.

I'd be a lot more worried about other players then the rats. Rats are weak, predictable, and rarely warp scram. Players are everything else.
